Also Rassilon001 - The dirndl (word from the German for "young girl") is traditional Bavarian and Austrian ladies' costume. It's just that Octoberfest is one of the places where people who don't live in or visit Bavaria and/or Austria most commonly see photos of it.
You'd also be quite likely to see it worn by barmaids in the other 11 months of the year, at "important church events" such as christenings, weddings, funerals and religious holidays, by women in traditional dance troops, possibly for visits to live musical and theatrical performances... And even so most women will have at least one, possibly 3 or 4, of them.

It's accurate, oh and it does mean that "Beer here" is a potentially accurate meaning too.
