Pretty much yeah. Never watched that much of that show but yeah they used that technique in there a lot from what I remember.
Main thing I remember it from was a segment of the old Nicktoon Kablam! called the Offbeats, the quiet yet shouty kid of the group had a plaid sweater that did the same thing, bit more noticeable cause the pattern was straight vertical and horizontal lines so it stood out more.
