My suggestion for the layers:

Level 0: Germany today
Level 1: Weimar Republic
Level 2: German Empire
Level 3: Pan-Germanism without Switzerland (Level 2, Austria, Sudetenland, South Tyrol (without Trentino), Luxemburg)
Level 4: German Confederation Territory + Prussia (Level 3, Böhmen, Mähren, Krain, Istrien, Trentino)
Level 5: Pan-Germanism with Switzerland (Level 4, Switzerland)
Level 6: Teutonic Order Territory: (Level 5, Kurland, Livland, Estland, Lettgallen)
Level 7: Holy Roman Empire (Level 6, Netherlands, Belgium, French Territories, Northern Italy)
Level 8: Pan-Germanicism: (Level 7, Denmark, Sweden, Norway, Iceland, Greenland, all German exclaves)
Level 9: Lebensraum

My favorite solution is Level 6.
