Mostly. Well, some of them are actually mindless skeletons, but there is also a significant portion of sentient undead. But being an Encyent Egypt like nation they are bound by traditions and unbreakable chain of command, where lowly peasant MUST keep ploughing field, warrior HAVE TO fight and die for the King and such. They were absurdly loyal before death - legion following their Kings to the grave, burried alive in hot sand. So you can guess how much they value... stability and keeping things the way they were.
