Actually, the Director is shown trying to bring Bunnies into Zootopia, while also trying to prevent injustice with the Otterton case and is trying to clean up the corruption.

Yes, but only because it's making her look bad. If people didn't complain, she wouldn't give a damn. And once again, no one died trying stop Bellwether in canon Zootopia, unlike here.
