This is super far-fetched, and Toby himself basically shot that down in the link Zarla put in the description. Besides, Gaster had little-to-nothing to do with the war that got monsters sent to the underground in the first place.
i disagree. He said, specifically, it takes place in another world. this is a different timeline. it is just the precursor to undertale's world.

There is nothing indicating it is a precursor or prequel of any kind.
Plus, in all of the in-game events involving Gaster, it specifies that, despite him being gone, nothing different happened. His disappearance was insignificant.
