I only buy products that say
"Not tested on animals"

Does that include medicines and surgical procedures?

Well, animal testing made nearly all aspects of modern medicine possible. People will still be dying of diseases that were made extinct a century ago, and from things as preventable as poor pre-natal care. Everything from painkillers to open-heart surgery and blood transfusions were made possible because of animal testing.

Don't get me wrong, I'm wholly against cosmetic testing on animals.
But we'd still be using leeches for bloodletting if we hadn't started testing medical concepts on animals.

Many years ago, I took a trip to Louisiana. The cemeteries look like poignant little cities, because they have to bury everyone above ground, due to Louisiana being below sea level.  Something I saw there chilled me to the bone. I saw many family plots where everyone in the entire family died days apart, including the children, some just months old themselves, because of the great Yellow Fever epidemic. That kind of thing would still be prevalent in this country, if not for those vaccines that animal testing gave us.
