Nawwwww! *wibbles* I'd have much prefered THIS ending than the actual one ... or Penny turning out to be Bad Horse. That'dhave been awesome too.

I KNOW, she SHOULD HAVE been Bad Horse! It would have been a fantastic ending: Billy heads into the room of the Evil Leauge of Evil, secretly depressed that Penny is dead but putting up a 'muhahaha I am Dr. Horrible!' facade, then we see PENNY (alive and well) at the head of the table, possibly in a costume. She strides up to Billy, kisses him sexily, pulls back, and makes a little evil whinny noise. We end with Billy going "Whuh?"
Joss seriously missed out on a fantastic ending right there.

I think that's why they called him Bad Horse.


Probably Whedon knew that people will be speculating and whatnot will ultimately be bummed to know that it's... Just a horse. Basically telling the audience straight up and expecting them to think too much about what he truly is (couldn't be just some horse!).
Yeah, I thought that too, that Joss Whedon would anticipate fans speculating that Penny was Bad Horse.
He just likes to crush our spirits. *sighs*

It's a twist so obvious, you'd never see it coming.
I think that's why he didn't make her Bad Horse, because he anticipated people anticipating it.

He's likely someone who's already aware enough of what theories fans will speculate, plus it's kind of corny to have her appear at the end as the supervillain. Makes her death much less poignant.
