He's likely someone who's already aware enough of what theories fans will speculate, plus it's kind of corny to have her appear at the end as the supervillain. Makes her death much less poignant.
True ... still would have been awesome for Penny to be Bad Horse. Of course, then a sequel wouldn't have been so sought after ...
