Definitely. Those forced into prostitution find themselves in precariously dangerous situations when their profession is considered illegal.
hazard pay vs untaxed tipping?
I'm not so sure about hazard pay, but just having the protection of the law against physical abuse and the such would make prostitution a much safer occupation.
