Hello im Maddy and I'm wondering if you would be able to tell what I will need to do to be an tattooist when I get out of high school

Practice drawing, first of all basics, like shading, rendering, perspective, composition, etc.
Maybe take some drawing classes -it helps a lot
Also study colour technique.
Build up an awesome portfolio (maybe make multiple ones you could leave with the shops you apply for), then find out which place you want to learn from, and just go for it with all the tenacity you can muster
