There isn't really any easy way to accomplish this. Inkscape has a toggle for anti-aliasing in Document Properties since 0.91, but that only affects the display and not the export. I don't know if Ponyscape even has that. If you really want a render without AA, you can try following this: graphicdesign.stackexchange.co…
Refer to hellocatfood's answer talking about shape-rendering. You'll need GIMP to do the actual rendering though.

Alternatively, the latest development versions of Inkscape do have an option to export without AA. inkscape.org/release/inkscape-…

I'm not really sure what you mean by "done". As far as I know, it'll probably be quite a while before it gets released in a stable version, since it'll likely only come with 1.0. I have no idea what the quality is like, but it seems to use existing functionality in Cairo (the rendering library that Inkscape uses), so if the output from the alpha/dev version isn't satisfactory, you probably won't get anything better out of Inkscape.

I'll pay $5 to whoever upgrades Inkscape so that turning Caps Lock on disables all snapping to grid, and turning it off sends the "Snap to grid" settings back to what they were before Caps Lock was turned on.
