In Translator's Notes in Sakigake Otokojuku Chapter 220, you said that M. Bison was inspired by the villain of Teiou Monogatari... But i say he's more inspired by Washizaki from Riki-Oh
Just look at Washizaki

Well...he's both.  See this from Bison's Wikia profile:

M. Bison and his design were inspired by Washizaki (鷲崎? "Eagle Cape"), a villain from the manga and anime Riki-Oh; and Yasunori Kato (加藤保憲?), the antagonist from the fantasy film, Tokyo: The Last Megalopolis (aka Teito Monogatari (帝都物語?)).[6][7][8][9][10][11]
