You go to the gallery and at the top it will say submit to this gallery and that's how you do it

Are you still having trouble with members submitting deviations?
If so, just go admin area < manage members < members < "On Gallery, Members:" and edit how you want it done from there.
I heavily advise having submitted deviations require being voted on by group admins. I also advise having a limit on how many deviations can be submitted per person per week. Some people like to submit their entire galleries in one go. And a group should not be treated like someone's second gallery in that way.

I know HOW to do it. I'm saying that the option is unavailable to me. You may want to fix your group settings and make sure that Members, as well as Founders, Co-Founders, and Contributors, can submit deviations.
