here's how u can fix it:
go to the admin area:
then click on manage members:
it should bring up a rly complicated looking chart???
on the left side of the chart you can see the different user roles!
click on the role whos permission you wish to edit in this case member.
then proceed to scroll through the right side of the chart until the "On Gallery, Members" section comes up.
You can edit the overall gallery permission here NOT the folder permissions.
It doesnt update the permission for all existing gallery folders so you need to do that manually!
So you should click on "Show All Folders"
Search for gallery folders which say in the drop down menue next to their name for "are not allowed" and change it to "are automatically accepted" or "are subject to vote"

*facepalms* i JUST figured out what I was doing wrong
