In the strictest sense, it's converting raster images (those using pixels) to mathematical images that can be scaled to any size without quality loss. For most of the MLP vectors, it's something of a compromise, where the image is semi-converted using paths in GIMP or Photoshop, then scaled to a huge resolution and rendered out as a raster image for distribution.
