Yeah, I could see treating those mid-stage Pokemon as if they couldn't evolve into their other counterparts as a viable option.
I'm sure that the RBY Virtual Console is going to be implemented with that in mind, though I wouldn't be surprised if you could also get in-game trades for their regular forms as well.

Yeah in-game trades would make a lot of sense too. I wouldn't be surprised at all to see someone who came from Kanto with a Kantonian Ratticate.
