Honestly, in my gym class, everybody has an agreement that if you call it, it's your fault if it hits the ground. If you call it, you gotta get it, regardless of who it was closer to.
So if somebody is getting mad at this person because they didn't hit it, even though someone else called it, then it's not that person's fault.
Once it's called, it's your responsibility to hit it.
